2023 Lunchbox Lesson #1 –

John Callaghan, Director of the Hudson River Black River Regulating District presented on Wednesday, January 11, 2023, the fascinating history of the Conklingville Dam and the Great Sacandaga Reservoir. In this video, he discusses the Regulating District’s mission as a regulatory agency and how its operation extends across regions of New York State.

John Callaghan has been the Director of the HRBRRD since 2019. Previously, he was the acting Executive Director of the NYS Canal Corporation.  John is a veteran of the U.S. Coast Guard and his service to NYS has also included terms on the Legislative Bill Drafting Commission as well as working for the State Museum.  He has tremendous experience in waterway logistics and management, as well as participation in local community governance.
